Candis A. Tunilo returned to private practice at Nestico Druby, P.C. in September 2017, where she provides comprehensive civil litigation services in matters including residential and commercial real estate, construction, zoning, contracts and personal injury.  She also provides estate planning and estate administration services, and business formation, reorganization and winding up services.  Additionally, Ms. Tunilo provides complete services for Electric and Natural Gas Suppliers and Brokers including licensing, providing advice regarding marketing and billing requirements, and providing representation in matters before the Pennsylvania Public Utility Commission and Pennsylvania Courts.

Prior to September 2017, Ms. Tunilo spent ten years serving the Commonwealth at the Pennsylvania Office of Consumer Advocate (OCA), an independent agency within the Office of Attorney General (OAG) that represents Pennsylvania consumers in public utility matters. While at the OCA, Ms. Tunilo primarily worked on energy matters including electricity and natural gas. Ms. Tunilo was the lead attorney in cases that the OAG and OCA filed against five electric generation suppliers after the Polar Vortex in early 2014 for deceptive practices and overcharges to customers. As a result of the litigation, over $10 million in additional refunds were obtained for Pennsylvania customers. Ms. Tunilo has extensive experience in Pennsylvania law and Pennsylvania Public Utility Commission requirements for electric generation suppliers and natural gas suppliers. She also has experience in appellate advocacy in Pennsylvania and advocacy before the Federal Energy Regulatory Commission.

Prior to her work at the OCA, Ms. Tunilo was an associate for Mr. Nestico and Mr. Druby, where she primarily practiced in the areas of civil litigation, collections, landlord/tenant disputes, unemployment compensation, insurance defense and family law. Ms. Tunilo also served as a law clerk for The Honorable John C. Mott of the Bradford County Court of Common Pleas.

Ms. Tunilo received her B.A. from King's College in 1999, cum laude. She received her J.D. from The Dickinson School of Law of The Pennsylvania State University in 2002. She is licensed to practice before all courts of the Commonwealth of Pennsylvania, the United States District Court for the Eastern District of Pennsylvania and the United States District Court for the Middle District of Pennsylvania.
